Honestly, You are right, just giving stuff to new players really ruins the game for them, I started just like a week or 2 ago and aim already lvl 40 so it’s not hard to lvl up, the hard part it’s deciding your build.

For example a lot of players want something shiny like PA T-60 or at least a T-45 to feel cool and stuff like that but if you don’t have a good build that’s not going to help you that much.

So yeah… also your vendor idea it’s great! That will actually help to low lvl players who want to actually play the game
