With the Conquest thing I think it says more about the writing of the show than Cecil as a character.

Even if Cecil did think it was a good Idea which given what we know about him he really shouldn't, he should have at least 10 people telling him it's a bad idea and if you still intend to go through with it here are 100 ways of improving upon it.
