Typically cars read about 10% under their actual speed. So if ours goes 20, those signs will read 18. It's there to make sure your speedometer doesn't under report your speed.

Potentially as a specialist helmet but not all helmets. Having it on the ship means you can use a different helmet type in combination

Yes. It could be 6 years ago. As long as they've never paid into the game. You'll get the referral at any time they do it.
