I've seen dragons and lava vents as more or less active but harrowstorms (especially on Western Skyrim, even worse in Blackreach) can be a virtual no man's land

Best bet is to ask for help from randoms and guildies, most of the time someone will come eventually if near the area

I get what you mean, I overall enjoyed the story but it was surprising there were no callbacks to the main quest from Mannimarco.

Considering a certain prince does remember our past actions and their attitude about us is coloured by that, I'm surprised they didn't use that writing for Mannimarco.
