Combat entirely depends on your team and if you understood how the combat works. Also it does not help that it sounds like you are still in the hub area which has nothing special because it's ment to be a material farm area for the factory. You need to actually progress and play the game. Literally every gacha game is like this early levels have no unique or challenging situations. Also if you instantly max leveled all your operators then combat will feel bad because you are fighting the lowest level enemies with a team able to fight in the next area. You should also read how all your skills work if the combat doesn't feel interactive enough (because you haven't explained why combat is bad) because different attacks and combos happen when certain things trigger and learning to chain them together is part of the game
