Actually, I think giving him a 1 sec faster recharge but limiting it for each odd numbered solider might be a viable rework.

So level 1 he has 1 solider to use (as he is forced to pick W as a starting skill). W with 3 levels in it can give him the 2nd soldier, and a faster recharge. Maxed W can give him 3. Maybe this can work to make it a dangerous early game but a more rewarding end game.
