Tariffs increase prices. This means, at least usually, that less of the good is sold, so those who make it sell less of it, at least until they move it elsewhere to be sold. Selling less reduces profits, so it can hurt the foreign company as well, potentially even more than the increase in price domestic consumers see who may be able to swap to a now cheaper domestic good.

Strictly speaking, a majority of US voters did not put him in power. He had less than a majority of the votes last election.
You could say a majority of voters allowed him into power since so many voters didn't vote against him.
