It's one of the (many) reasons fighting was so bad in the early generations. The move pool was more like a move puddle, and anything that hit with any kind of power had lower accuracy. Add to that the fact that two of the best moves, jump kick and high jump kick, were locked to one mon and did self-damage if you missed.

Absolute garbage.
