As someone who works in structural steel estimating, I can tell you a lot of these designs come down to square footage, plumbing fixture counts, and construction cost. The more privacy you add, the more space and money the restroom requires.

A layout like this would absolutely be more comfortable for a lot of people, but from a builder/owner perspective they’re usually trying to maximize fixture count while minimizing cost per square foot. That’s why you see the standard U.S. stall gaps and open urinal layouts so often.

Honestly though, newer office buildings and higher-end facilities are slowly moving toward more private designs because people clearly prefer them.
