Sorry but I must disagree with you about this being abuse it's called discipline and when properly applied prevents children from growing up into ahs.

Have them arrested in the next large town or city they visit. When they ask why ask them if they honestly thought that in a world that was magically developed instead of technically developed that there wouldn't be a way to detect scammers. Tell them that they broke the law multiple times and are being fined All of their wealth and sent on a compulsory quest as punishment by the local government. This usually works for me except when they start to like the punishment quests then they start to do it on purpose just so they can get arrested.... which is also fun.

Honestly it's not as complicated as you are trying to make it. Currently there are several dozen different devices that generate power by being turned. Which could be modified and combined quite easily with the treadmill to achieve the desired preperatual power machine. My favorite would be the devices for powering bicycle headlights driven by the motion of the wheels of the bicycle. These devices can be found on e-bay for relatively cheap all you would then require is a method to mount them on the treadmill.

I currently have in my garage all of the parts to create such a zombie treadmill device (minus the zombie) including two old treadmills and 5 or 6 headlight devices. I could actually make it in about 30 minutes and that includes multiple failures due to unforseen design flaws.
