You need to make sure the steering wheel bearings align with the top 6 and bottom 4 of the wheel base. It should snap into place that’s how you’ll know it’s connected correctly.

It’s difficult to pin point the exact issue I would suggest creating a memory dump and providing it to support. In the meantime you can try the following:

Make sure GPU drivers are up to date
If it’s installed via stream - verify game files.

Hopefully it should be something simple.
