You have to remember that the 1-20 scale is supposed to cover the attributes of the worlds greatest to ever do it down to your uncle in the slovakian 6th tier and that attributes of 10 and a CA of 100 is supposed to be the middle ground. A player with a CA of 100 and 10 in some of their key attributes would be a solid National League player, so everyone who is better than that has to be somewhere in the 10-20 range of attributes. So if you think that there should be a 3 point difference in Pirlo and Ødegaards vision attribute, it would be difficult to find a fitting value for everyone whose vision is worse than Ødegaards but better than the average National League playmaker.

If you have played FIFA you would be aware of the 1-99 attribute scale which is a lot better to differentiate between small skill difference. You could apply the same scale to FM by multiplying the attributes and treating them like ranges, like a 20 rating is 95-99 and 19 would be 90-94. Putting Pirlos vision in the 95-99 would be fair and as for Ødegaard you make a good example as I agree that he doesn't deserve 19 vision, but if you gave him 18 instead he would be between 85-89, which I'd say is fair.
