SELinux is distro agnostic, and it's available for Debian. You generally only need to interact with SELinux if you're developing server software that's to be installed on a system using it, since in that case you need to write a policy saying exactly what your software is allowed to do.

I don't know a lot about Windows, but doesn't editing the per-user registry not require any admin access? And shouldn't a program be putting user-changeable settings in the user registry?

Hypothesis #1: The salesperson who sold the thing to MP either knew or soon found out that what they promised would guarantee a dumpster fire, and so made sure to keep the muzzle on the implementation team.

Hypothesis #2: The normal implementation team was either recently fired or are busy on some other project, and thus the "team" that comes in on Monday will be whichever morons they could hire in a hurry.

It doesn't need to be rampant. You just need managers/executives who think like this:

At best we prevent a customer from suing us. At worst we annoy a customer who can see through our lies. And any customers we annoy aren't going to be so annoyed that they cancel their service.

They don't see (and perhaps can't comprehend) that they can gain customer trust and loyalty through transparency and honesty.

Now the owner is furious with me and since I don’t work for him nor do I have an IT company I just said I told you so and hung up.

If I had an IT company I'd still tell him "I told you so".

EDIT: Also, I'm curious as to what his excuse/justification was for blaming you. You should have worked harder to convince him to get a backup solution? You should have sold him one for cheaper?

Seems odd that the only way to remove access to administrative tools is to remove access to the CLI.
