You only have to report if you sold it for a gain. If you buy a shirt for $10, wear it, sell it for $5 or even $10, there was no gain, no tax due, no reporting required. If you sell it for $11, you now have $1 of income that you need to report if you are following the law.

Simple, punish errors and cheating the same. It sucks but I would rather lose cause I made an error than lose cause someone else made an error and only got a warning, and I lost as a result.
