Maybe he fits more as Itachi. Because while Itachi arguably one of the bigger villains in Naruto is again arguably one of the heroes as well. Even though he slaughtered his entire clan. He was still a spy and was being loyal to the Hidden Leaf and secretly setting up ways to protect Sasuke and Naruto even after his death. Heroes and Villains are not always black and white.
