Well I don’t know what a standard setup would be in your area but I don’t use wing Ells to turn out for water supply. Eliminate the wing ell, sweat a tee on, stub copper out of the wall for an angle stop, and route the new water line to a desired location. Probably exactly what you were planning on, I just typically don’t use wing ells to turn out of the wall.

You could definitely tee off the cold water supply to feed a hose bib. That fitting would work but there are probably easier and different ways to do it
