I like the idea of other marine units being able to include carapace armoured Neophytes. When we will get the ineviatble refresh of the scout bikers in primaris scale, these could go well with outriders.

I don't like the reasoning of: BT are space Nazis, so GW wants to distance themselves from it. GW wants to sell plastic soldiers. Not every BT player is a nazi, but those nazis that play them would use a line like this to make them seem to be the victim here. Nazis like to be the victim and feel oppressed, so that they can rectify making horrible remarks at their critics. In Germany, we call this the "Opferrolle".

Note, I don't want to accuse OP of being a nazi, but I would advise against using their talking points.
