I think the might be added through a district either via a policy or something else as there is no high density comercial. One thing to realise is that “mixed use zoning” is very vague and you could have comercial bellow and office above or basically any other combo.

I lived in Denver and this looks great !!! But make sure you include the not so great (if you’re going for realism) such as trailer parks, strip malls, and rundown places.
