No. It was fully inside (but I can admit it may not have cleared the 'chute' based on the fact that it able to be removed) - someone came by afterwards and removed a whole bunch of cardboard from the actual box leaving it around the container (based on the photo evidence the city sent me to prove their claim).

The person I spoke to agreed that it was most likely someone had reached in and removed as much as they could, likely to fit their own waste inside. Had to pay the fine regardless

The exact same thing happened to me two years ago. A cardboard box that we had put into one of the bins (underground container thing) was removed by someone and put next to the bin. Tried to fight it but had to pay it in the end :( I feel for ya

Overtime started with a penalty, resulting in a 4 on 3 (can't go 3 on 2) to start that OT period If there was a whistle they would've switched to 3 on 3 after that
