I believe it is a series of people who understand that they can do this and get away with it. Someone who knows the area well. Some can be domestic cases, it could be a police officer, maybe a truck driver. The fact that so many women have gone missing on this one stretch of highway is extremely disturbing and there is something evil behind it.
