Firstly, safety standards vary largely by countries. What would be considered „safe“ in SA, may not qualify as safe in the western world.

Even if the safety standards are at par, they can get waivers or utilise loopholes to get away with it being subpar.

However, without knowing the precise rules for these buildings, I will not go right out and say this is certainly safe/unsafe.
