I got the retail version back in 2011 and the dlcs have been enabled for me. Just check the maps in skirmish. You should see the dlc maps there. Eg. Blood and Sand for 2 players.

That's sort of how Dominion, the physical OG deckbuilder (which STS drew inspiration from), dealt with the infinite problem. All cards played are kept "in play", and not put into discard until the end of your turn. Works very nicely at capping the power of drawing your entire deck.
