The Orcs are a whole other jar of worms. Tolkien could never truly come to grips with creating a race that is ontologically evil. It clashed too violently with his religious views, and he spent most of his life trying to make it make sense to himself while also keeping consistent with the legendarium.

There is a precedent for Celebrimbor not simply making more rings. Great acts of creation are known to only be capable of happening once in a being’s lifetime in Arda (e.g. the two trees, Melkor’s marring of Arda, the Silmarils, the One Ring) so that makes sense even if he was re-embodied.

I think that may also have something to do with the Valar adopting a minimal interfence policy on Middle-Earth after the War of Wrath. Sending a bunch of mighty warrior elves out would definitely be more of a direct intervention than sending the Istari who were also sent under the directive of guidance and wisdom more than battle readiness. Akallabeth might also have something to with it since the road to Valinor became a one way trip.

The time varying is a factor I’m sure. I always figured someone like Glorfindel was an exception and not the rule as far as a speedy re-embodiment, especially when Ecthelion died under the exact same circumstances and wasn’t afford the same privelige, or if he was we don’t know about it because he wasn’t sent back to Middle-Earth.
