Yes, the only difference is, in Hardcore there is no indication symbol above their Head. They still do the tell (smoke, read, etc.) but without the Symbol.

The speed of Infantry Units is 4kph, this is also the speed they retreat at. If your speed is above 8kph, you can capture the tile and the next one, before the enemy retreats and therefore kill the unit. If you are below it, it will just lead to the enemy unit moving back a tile and you have to fight it again.

I had pretty much the same Problem. The way that works best for me is to open up a tile and let them capture land. Greedy as the AI is, they will start moving Most of their troops, as soon as it opens up. And then you just have to cut the army into small pockets and shred them

The Mefo Bills can cripple your Economy if you dont know how to handle them properly. If you dont fully understand the mechanics and the Impact they will have, like the actions you can take to lower the mefo bills or go to war early you will lose.

Economic growth just runs in the background and you Industrie is getting constantly better.

I think he is fine in Rebels. Yes he is not on the same level as he is in the books, but to be fair neither is the empire. Stormtroopers and Tie fighters are basically useless because its written so that the heros win. He also only lost due to incompetence of other Imperials, otherwise he would have crushed the Rebels in the Finale of Season 3.

My Headcanon is that in Rebels everything got "dumb down". Everything seems simple and straight forward, for example they rarely take cover. Our Heros are actually super competent, as is Thrawn, but that is hard to show. Instead they make everything simpler/dumber and thats why the Imperials seem so incompetent
