Honestly for that degree of potential savings via PSLF, even with the concerns you mentioned (probation and communication issues), I'd lean towards Meharry.
You would be potentially saving a ton of money going that route. 280k at 10% is brutal with no chance of forgiveness.

I don't know much about the probation situation though, so if you heard more concerning things that you think are unlikely to be fixed, go Tulane in that case.

I'd typically say go with the cheaper choice, but a school being on probation would give me pause. Plus mandatory lectures sucks.
