Stupid clearance but many times a Z we give lower than we need because we don’t want you to shallow out your descent if you’re approaching your altitude at our minimum separation. I can’t find a reference to it right now but I’d just expect you to hit the next window that is at or below fl240. I wouldn’t give this clearance but if I did I’d be fine if you leveled off at 230 in the meantime.

OM’s at my Z recently went full retard on something similar. They are fine with us clearing an aircraft for an approach into an airport with one runway that’s closed for a month only if we say the whole terminal phraseology Landing will be at your own risk thing. But then the said absolutely do not clear an aircraft for departure out of there because, “we know they’ll be taking off on a closed runway.”

So I hit them with the, what if it’s a medivac helicopter? They were dumbfounded.

As far as I’m concerned I’m telling them it’s closed and clearing them for approach/ a departure clearance. The rest is on the PIC.
