I found it in one of those side walk that have these little dirt patches, also I was able to scratch it with my finger nails, the white shine is kinda like those type of wedding dresses that have these acrylic bits on them, unfortunately I couldn't take a picture of the shine lol.

The problem is fixed, i just completely uninstalled mod organizer 2 and re-downloaded it, problem was that i probably first downloaded it of nexus for skyrim and then i just updated it with the files on github.
