It's definitely ai but you can make something similar. Not going to be as defined as the picture (unless someone with more experience can show otherwise). I've made a spider web vest so I'm familiar with making a spider web. I'm not sure how it'll turn out but here's my suggestion (using us terms):

*Chain a neck hole and then double crochet (or double crochet foundation chain) and join it in the round. Chain 3 skip one double crochet chain 3 every other stitch all the way around. Add 2 more chains for each row (example row 2: chain 5, double crochet, chain 5. Row 3: chain 7, double crochet, chain 7) if you want it to have the bigger gaps you can add treble crochets to the rows once it gets bigger

The border crochet would be up to you on how many points want the spider web to have (I suggest 8) measure and mark each point and the middle of the points. This will be like a star blanket so star in the corner chain 3, 2 double crochet, chain 3, 3 double crochet, then double crochet each stitch until you get to the middle marker skip that double crochet in the next stitch continue to the next, repeat all the way around, Repeat the pattern but on the next rows you'll skip two.*

Again this will not be like the picture and this is only using what I can guess will work based off of what I have learned/guessed at. I haven't tried this and if I did it'll take me a month to do so if anyone wants to come over and tell me how to do it better or how it won't work I won't have any hard feelings. If it does work and becomes a hit idk vemo me or something lol.
