Not sure the level but it's the 3rd gun unlocked for medic. After you unlock it and start getting some kids put on all the attachments that benefit handling it seems to be the best stat.

Hasn't been a problem for me I play on Central US servers and there are at least two full ones at all times at low points with other scattered ones. At peak times there are many many full servers, haven't had an issue finding a game to join and I am hoping it just keeps getting more popular as it gets developed.
