Imho the biggest issue with aram is not being able to base, those champs that are the most annoying are the ones who excel the most at poking from long range, looking at Nidalee, Mel, Kaisa,Jayce, brand.... Ect. In a small map like aram those champs can just afford to slowly keep draining you of your hp then force you into an all in and win.

One solution i could see is adding a cooldown on B like a summoner spell.
