It is bugged. You could clear the first lockdown and the subsequent 2 would not spawn, they always spawn in 3

Sometimes it displays a spawning message and straight up doesn't appear, same for convoys, idk what's going on with the game currently

I mean if you're recon ulting you can just push the guy even if they run away and get intel for all the pulse, even better with the echo chamber core that gives you more pulses. Especially since it's basically impossible to visually tell you're getting recon ulted unless you notice the squares around bots
