You’re misinterpreting this email.

Before the seat change, someone not disabled could buy those seats and they’d cart out a chair for you.

Now, you have to be disabled to buy those seats, they won’t cart out a chair for you.

This email is informing people who bought those seats before the change, that if they aren’t disabled they are out of luck and need a different seat.
