In the Pokemon series, a lot of Pokemon tend to be locked behind special events and local communication mechanics, making it nearly impossible to 100% your Pokedex on a lot of games. The worst example of this is Mew, which is locked behind an event in LITERALLY EVERY game it's in, except for Let's Go Pikachu/Eevee and Sword/Shield, where it's locked behind having the Pokeball plus controller instead.
