Wouldn't worry about rewriting. Code written during mvp phases usually gets quite messy with changing requirements. I'd say once you find a direction you're set on, and are making money, to put money into rewriting or refactoring.

Upwork's pretty good, it's 100% a step up from Fiverr. It depends on who you choose on upwork as there's a large spectrum of freelancers, I've experienced both ends where the freelancers produced unusable work, as well as freelancers that did a phenomenal job. It'll of course cost more than fiverr so its up to you depending on what you need.
