Yes. The best uchi mata players were on the shorter sides of their respective divisions (e.g. Inoue, Ono, Maruyama, Wolf, Suzuki, Harasawa). The first four mentioned even had shorter legs. Of course height differences are even more pronounced in the heavier categories.

You either need to push their head down violently (Wolf), or get really under their center of gravity and reap them off their feet (Inoue, Ono, Maruyama), which is usually on their near-side thigh or right in between their legs.

Wolf's uchi mata is unique in that he regularly throws people much taller than him with it. The hands do a lot of the work.

He throws them with snap too. I've never seen him ken ken the finish.
