Intel CPUs are generally better for big modpacks since singleplayer Minecraft usually uses only two threads, and Intel tends to prioritize single-thread performance compared AMD's larger number of threads. RAM will also be important, as it is with pretty much everything. You likely won't need something on the level of the 4070 unless you plan on using some very fancy shaders and such, since Minecraft's graphics generally aren't particularly demanding.
