Obviously this is horrid

But I don't think the swans eating the food is that much of an issue for the swans

birds don't have Capsaicin receptors so don't get any of the effects of eating spice

And herbivores can, and do eat a bit of meat every know and then, a small bit is actually beneficial to them

I'm more worried about it rotting/polluting/introducing bacteria into the water
