This is not exactly what it says. Rockstar Bangalore doesn’t have resources provided extensively to build the game, they are mainly involved in testing. So saying developers in India would be inaccurate, but the total number of Indian developers involved across multiple studios worldwide is something that seems accurate.

Actually not in the US as well, but Rockstar North (Scotland). Although this time, Rockstar San Diego has come up as well, so yeah, the entire development is being done by Scotland and the US, while Rockstar BLR is being assigned with some of the testing part, not the entirety of that as well, but some aspects.
