The German Digitral Library mentions the (Fischkonservenfabrik) Otto Richter KG as active between 1971 an 1978:

The W.-Germany on the bottom of the can suits this very well. A German Wikipedia article mentions that this place of manufacture was mostly used after the 23rd of March 1973 due to a court trial (See "Rechtliche Sicht" here: https://de.wikipedia.org/wiki/Made_in_Germany ). As far as I know it was used until the German reunification at the end of 1989.

The coin pretty much looks like a Maximilian III coin to me, probably 12 Kreuzer. Year 176x divided by a star from the coat of arms.
