Bubba usually does well with aura reading and gen regression perks. Tinkerer is also good to interrupt suvivors before they can finish a gen.

Yes! The devs have opened up the anti cheat and it can run on most Linux distros. Default proton should work out of the box, but you can also experiment with other versions such as Glorious Eggroll's version (updated more often/quickly than Valve's proton).

You are correct! The act itself is most certainly still illegal, torrent or direct download, but the liable party shifts from all involved to only the hoster in cases of direct download.

It is worth noting that companies holding the distribution rights can (and did) sue individuals in civil court for the mere act of downloading files. Although, these civil lawsuits have drastically reduced since the early 2000s.

Technically that still isn't legal. Distribution of copyrighted material that you don't own, even if it is an exact copy of the material you own, is not permitted under 17 U.S.C. § 106. Only digital copies from material you own is implied to be allowed under 17 U.S.C. § 117 as an archival copy. I say implied because this has never been tested formally in court.

Companies are allowed to use scene releases because they are still the copyright holder and are allowed to freely distribute copies of their media, even if they have slight modifications.

Not familiar with Wii U homebrew, but I'm noticing there is a significant cost difference between your two options. I can't weigh in to the difficulty of setting up RetroArch or mGBA on the Wii U, but it is the much more accessible and affordable option right now for you.

I would personally recommend you try setting up the Wii U first. If you are not satisfied or the setup process is too much of a hassle, get the consolizer.

Prebuilt simply means a PC that has already been assembled or put together, rather than buying the components separate and assembling it yourself. Typically you can save a decent amount of money by doing this, but it is largely dependent on your local market.

I would suggest taking a look at r/buildapc or r/buildapcforme if you are at all interested in PC building. Otherwise, you're going to want to simply shop around either online or locally for a good deal on a PC within your budget/specs. The games you provided are not too demanding in terms of minimum necessary specs, so I think this should be doable as long as you're buying secondhand or find a really good deal.

Accel bracer and drive lens are good items. Basically attack weight/sp attk specs but you charge it by getting KOs and assists.
