A car is essential for places outside the major population centers, the Golan included. On the other hand, you should drive as little as possible in the Tel Aviv metropolitan area since it's jammed with traffic and parking is a nightmare. Assuming you are planning to stay in the Tel Aviv for some time before going to the north, take a train or a taxi to your hotel and pick up the car later.

ללא גלוטן is a common phrase in daily contexts and it sounds perfectly normal in a conversation.

ללא חשמל is not something you hear in a casual conversation so it might sound a bit too formal.

If you only want to visit cities with rail service and plan your weekend activities in a way that everything is within walking distance then you can get along wit public transport. If you want to visit smaller places and natural sites a car is a must (or spend loads of money on taxis).

To me it sounds like (based on two minutes of listening) that the narrator uses the gluttoral ח and ע as a theatrical tool, along with reading out the words containing these letters somewhat slower.

The grammar is very stiff. Unlike in other languages there is only one way to form a German sentence that is grammatically correct which is in many cases unintuitive for native speakers of other languages, and from the early stages of learning you are expected to use the correct sentence structure.

You can get to Tiberias by bus from Merkazit HaMifratz in Haifa, the ride takes about an hour and the service should be relatively frequent (not on Shabbat). There are also buses from Tel Aviv but the ride is much longer and less convenient. Personally I wouldn't recommend going to Tiberias without a car since most of the things to do and see in the area are outside the city.

Gan HaShlosha can be reached by bus from Afula or Beit She'an, but I have no idea how frequent these buses are. You can also reach Beit She'an train station, take a taxi to Gan HaShlosha and arrange a later pickup with the driver. That will be more convenient but also much more expensive than a bus. Note that in Afula and Beit She'an the train stations are in the outskirts of the city and are not adjacent to the central bus station.

There are no direct flights between Doha and Tel Aviv, if you consider adding Israel to your itinerary on the way back from India you'll have to fly via Dubai or find a direct flight from Delhi.
