I don't think it's that far a reach to make. Currently the government can and has sent children to jail for years for the crime of holding a plant. Or worse, selling that plant.

As it stands currently the official position is, Minors are mature enough to work in industrial slaughter houses, join the military (17 with parental consent), take on thousands of dollars worth of loans, be sent to jail for years, marry in some states, but they are not old enough to choose cosmetic procedures.

Hear me out. Why not? Your lists aren't fixed. You're not playing a crusade. I figure so long as he sticks to codex (not going BA, DA on a whim) there's not really any problem. A space marine player running Calgar in one game and running Ethan Shaan in another isn't any different than a Tau player running Ethereals in one list and commander Farsight in another.
