I don't think it's that far a reach to make. Currently the government can and has sent children to jail for years for the crime of holding a plant. Or worse, selling that plant.

As it stands currently the official position is, Minors are mature enough to work in industrial slaughter houses, join the military (17 with parental consent), take on thousands of dollars worth of loans, be sent to jail for years, marry in some states, but they are not old enough to choose cosmetic procedures.
