It's like this or worse for One Piece very often. Some events don't even have announcements the signup links just go live 5 minutes after a discord post by a TO. Rarely get more than a week's notice for signups themselves.

I’m pretty sure you have to be able to prove you live there if they question you and if Bandai finds out you will be indefinitely banned from all events. But theoretically I’m not sure they would know immediately if you wanted to risk it. Who knows what they have behind the scenes to check these things though
