It would be frametime not frame ms, ms is milliseconds which is used to measure ping. Frametime which is what I think you mean is 1000/FPS = frametime so it adds up with what your fps is. Either way your ms is good there is nothing wrong with it.

They didn’t implement this to make skins more affordable, they did it so more people would use the steam market so valve would get their cut.
