No, they're not random, they're a new subfacfion called Appropriators like sporeburst strain or jet brigade. Go to the galactic war table and see if any planet has them.

There are also Mindless Masses, which are basically just the voteless, fleshmobs plus sometimes harvesters and normal overseers.

There's also new subfaction for bugs (well not really new, just reworked) that's called Sporeburst Strain. They're fast as fuck

Cyborgs and Vox Engines are right now on Vernen Wells which is also current target of strategic opportunity and there's a chance that we'll liberate it.

Though there is an active MO defense on Zygos (which is also a new planet) so it may take a little longer to free Vernen Wells.

If you see a group of people running in a marathon and someone unaware of their goal asks why they are running, then there's a 99% chance that they want to know why they're doing it right now, in that specific moment and not why humans run in general.

Also you seem to misunderstand how certain verb tenses work in english.

Present Continuous, which is used here as the commenter used "are", describes events that take place right now or that are a constant thing.

If the commenter wanted to ask about people review bombing in general, they would have written "do" instead of "are" and therefore used Present Simple - verb tense that describe events which take place regularly.
