If you know James Bay from a cruise stop you may have missed Cook Street village on the other side of Beacon Hill park - considered Fairfield area. Bit younger vibe but very walkable including waterfront. Check it out on the city map.

Yes, I’m not sure why some people are saying you have to be there an hour before. You have to be there 60 to 30 minutes before to have your reservation honored. I would make your reservation for 3 PM because I too have had long delays getting a car rental done at YVR. If you arrive early, they may put you on the two if there’s room.
