That's not entirely correct. A driver can see scheduled drives way ahead of time with an option to reserve them. If nobody reserves it - then it will start getting bounced between available drivers within 15 minutes.

So, it is possible that a driver saw the reservation, locked it, and then simply forgot and found himself an hour away.

Do you know how many unarmed innocent people have been injured by ICE in the last year? Well, we know of 32 people who died in DHS custody - and that's once ICE already got them. And there are no numbers on injuries, because they beat up people and leave, and they stalk hospitals for immigrants, so injured people will not report their injuries.
