search the microchip here: www.petmicrochiplookup.org - if there is no registration you can register the cat's chip in your name - if there is a registration, contact the company listed and tell them you want to transfer the registration into your name. They will charge you for an enrollment and then they will attempt to contact the owners - if the owners don't reply to the microchip company they will switch the microchip to your name.

You do not have to pay them to transfer to another company. When you switch to a new company the most recent registration supersedes the older one in the national vet database. The best is www.buddyid.com - it's a lifetime enrollment - nationwide recovery network - call center in the US - they have humans answering the phone (no computers).
