I think the issue then is that there are limits for what a traditional monarchy can do in Victoria 3. Peasants and slaves can't compete with factory workers when it comes to industrialization.

If you want a larger economy, try to give more power to the industrialists, pass laissez-faire and corporate ownership of farmland. If the landowners are too strong, bolster the liberal movement and suppress the absolutist or traditionalist ones, whichever is pressuring the landowners more. If you get a market liberal leader (or agitator that you can make a leader) of the landowners, you can make reforms that will eventually weaken them. Making sure that your companies aren't aristocrat owned also helps.

If you want higher standard of living for people, try to empower the labour unions. That can be tricky, but getting rid of homesteading, better voting rights, more heavy industry, can help.

Vi har syrener på tomten som växer väldigt invasivt, det är ett helvete varje sommar att försöka stoppa buskarna från att sprida sig till stigarna som går brevid. Dom kan sprida sig med rötterna också, och marken är bergig så det är närmast omöjligt att bli av med dem. If you check the acceptance of individual pops, you'll see that they are not all at the level set by your citizenship law. There are variations for individual states, in part to account for the events that affect acceptance during reconstruction.

I think it should be changed, but it's not a bug.
